Fire is not an state of matter at all. It is a chemical reaction. The matter that undergoes this process can be considered plasma, but not usually. A better example of plasma would be lightning.

To expand for those who don't want to click links: plasma is matter with enough energy to separate the charged particles of the material. If you continue the progression of amount of movement/vibration the atoms can have:
solid - little movement, mostly vibrating in place
liquid - increased movement, atoms can now move past neighboring atoms
gas - increased movement, atoms are now able to "break free" of the main mass through their own energetic movement (as opposed to outside forces)
plasma - even more energy means the electrons of the material can also break free, creating an ionized material

Ionization is the main difference between a gas and a plasma: if the atoms are bouncing around but still hold onto their electrons it's a gas, if there's enough energy for the electrons to separate and bounce around on their own in a field of positively charged particles it's a plasma. Ionization also gives off energy in the form of light. This is why noble gases light up in neon signs. This is why stars give off light. This is why you can see lightning.
