It's another CIA front. That's all I know. I haven't researched them, nor do I intend to.
They fund all sorts of stuff. For example I know (because one of my colleagues works in a lab with DARPA funding) they fund research into molecular clocks ostensibly because understanding these clocks will help us fight malaria which has a lifecycle that adheres to 24, 48, or 72 hour clocks depending on the species. DARPA doesn't really have any unifying strategy beyond funding basic research that shows some promise of helping the military. They take a pretty broad view towards this mission, so the project can be something that only has a loose relationship with the military but still has potential. Apparently they will pull the cord on projects pretty suddenly though if it's not working out so it can be risky to do a DARPA project for your PhD.

DARPA & the CIA actually have had there own "Cold War" between them when it comes to R&D involving certain Tech.
