Literally schizophrenia. My brother was diagnosed years ago and literally had binders and binders full of shit like this. It's not uncommon for sufferers to have delusions of conspiracies and oppression from government or outside forces, and to document them in incoherent letters. My brother thought he was some kind of FBI sleeper agent being targetted for supposed inside information he had on 9-11 (he was in Highschool and nowhere near NYC at that time). I called him a LARPing faggot and didn't learn until after his suicide attempt and discovering the binders how bad it really was. Looks like she just stumbled on some schizoid's troubled ruminations.
Sad, but not paranormal.
