That was to be the date of unlink.
When I got there, it was the second of July, and the explanation was that extra energy to put into time or sul-saving had been awarded to the project, with each new applicant bringing the date of (something in 2019, can't remember) closer to now. He had ~20,000 slots to fill in order to push it forward all the way to the original date. Suffice say, only about 4800-4900 were filled before it went down.
