The scriptures says God desires for no one to perish but for all to reach repentance. God made a way for all to be saved which is through Christ. No one is Pre~destined to Hell however if any are sent to Hell it's because of themselves

hell is set up the way it is in order to fix the damage and restraints that heaven as put you through. Essentially you go through the 7 deadly sins not as torment but to accept that you were broken and needed to fixed. It is hard to accept that you need to be fixed when you live your life telling yourself you are sinful and needed to repent, that you are not perfect. which is why hell is considered hell you are being forced to accept things that you told yourself was bad and now you are being told that it is not. essentially this process will drive you insane because insanity is drove you so far from the truth to begin with.
