There are several windowless buildings across New York City. Pic related is one of the most obvious. Others have patterns that look like windows, or facades that help them blend in to the environment.

Some are officially owned by AT&T or other large internet providers. They have extremely high security. The entrances look normal from the outside, but they have mantraps and access control points inside. Most have helipads.

Snowden leaks indicate that the building in pic related is host to at least one NSA project, codenamed TITANPOINTE.

Has anyone else seen windowless skyscrapers in other cities? Has anyone been inside? What are they being used for?

If it's AT&T it's definitely some server farm. Why so much security ? Because if somebody actually got into server farm he could get all the information of AT&T customers including credit card details and addresses. Why windowless ? Because server farms usually don't have any people inside of them, just technicians for swapping hardware and they are designed for the best cooling possible so windows would interfere with that.

The essential, private stuff is kept in facilities that have multiple basements and a ground floor. Typically outside of the city and fenced in.

Those skyscrapers hold nothing but accountants, IT workers and server space.

The high security is due to the importance of the sites for communication backbones(If one of these sites goes down, shit gets real internet wise) as well as the sensitivity of data hosted there (shocker: clients paying for server space that holds their financial/corporate data don't like just anyone knowing where it is or having access. ).

Look around your town or any town for that matter. Pretty much all Telco/ISP backend buildings have minimal or brick glass windows, or completely windowless. Been that way since forever.

I take it not many ITT know much about the history of Telcos.

1, Building is windowless, because they are designed first as giant faraday cages if a high altitude nuke causes an EMP fryout of electronics. Second it has noted elsewhere in the thread, makes climate control much easier to manage and retro modify.
2, They are secured sites because they contain critical government backbone services. But also shit like backup sites for financial exchange matching engines and their various co-located partner equipment.
3, When they want to hide something in a urban center they either do it at an airport where it is actually pretty easier to hide in plain site like Skunkwerks was famous for, or they build down like the Iranians have done below Tehran for much of their nuclear R&D facilities.
