So, what I got so far:
There are 3 repeating messages in the video (Dots, dots and symbols).
The background is morse code saying "YOU JUST REPEAT YOURSELF AGAIN WHEN YOU DONT KNOW WHO YOU ARE"
The dots kind of remind me of braile
The symbols are actually deadric alphabet (From Skyrim, so this can't really be anything serious) saying
QUI ESTIL (i think)

OP again. Ok, so I don't think the dots can be actually braile.
I thought that maybe the once you should actually be looking at are the blank spots, so just in case i filled them with white dots. I tried to make this into braile characters. Hope you understand what I did. Also, background is blue cause it's a nice color.
However, they don't really much. If you look at the 7th symbol on the top part, it could only be read when you read the white spots, and it corresponds to 'Y'. But if you look at the last character, and try to read it by the white dots, it just doesn't match any symbol. I thought about rotating and flipping them, or even "take 1 part as it is, 2 on upside down" but that doesn't help anyway. Also, the 8th character on the bottom part, could be only read if you look at the black spots, and it only can correspont to 'T'.
So, doesn't seem like braile to me. Any ideas?
Also, the thumbnail looks like morse code, the question is just 'in which place of the circle does the character'

There are in between 0-2 upper dots, and between 1-3 lower dots. That's 4 combinations for up, and 7 combinations for down.
