Congrats, Tulsa already has a physical form. Probably can manipulate objects through shit like geological phenomena. It does take quite a lot of time but not really work - at least not on part of humans. Shit just happens.

As for tulpa, no. They're not real, separate individuals, they're more like intentional split-personality not affecting your consciousness and impression of "self" as you have it now. Glorified imaginary friends, perhaps. Traditionally a tool for budding buddhist to study in his contemplations of consciousness and then banish. They could get physical form and manipulate objects only through assuming dominance/control over your body and abilities and since they're dependant on on already existing you - they cannot. At most you could strive to become what you've imagined but then it won't be really your tulpa anymore doing anything, would it?
