Supposedly Padmasambhava, upon his arrival to Tibet, confronted and bested some local nature spirits. They were wrathful at first, but Padmasambhava mastered them and made them protectors of the Dharma. Now many of them are literally worshipped as gods in Vajrayana.

If this was to happen in the west, those entities would not be hailed as Gods - being terrestial genii locii. In this sense, yes - many things in Vajrayana are similar to Goetia. The main difference, I think, is that generally in Vajrayana these entities are used as helpers to attain higher states internally, whereas in western style goetia similar entities would be used for external effects. This is a huge generalisation though, only made to elaborate a point.
