Yea, the cia documents talk about that. They said though that it wasn't 100% accurate. People would project to the other side of the country and try to read computer generated numbers. Nobody got 100%, but enough got at least some of the numbers right. They said that the astral plane is a mix of thought and reality, so people aren't able to 100% make the distinction between the two enough to get 100% concrete readings on the physical world.

CIA? THe government recruits psychics, but i dont know to what branch. I believe the military was the first to recruit remote viewers and after that well we will never know because its top secret. And anyone with psychic powers doesnt want to be recruited by government and exploited so I,m pretty sure they just blend in with normal people. I mean if you had psychic powers would you want to be poked and measured? I don't think so. So as far as CIA recruiting people i dont think that realistically think thats happening.
