Pretty much this. The stuff that actually works is just holdovers from before modern medicine existed. Most western interest in TCM now comes from the popularity of a translation of the Barefoot Doctor's Manual in the 1970s. It was originally issued to doctors in rural China, and it included a section on herbal remedies and traditional treatments in case modern stuff wasn't available. A group of New Agers translated it and only published the last case scenario section and marketed it as ancient wisdom that the Chinese still use because it works better.
