It's a simple substitution cipher. English letters are replaced with numbers. I could post the plaintext if you like, but it seems you already have it.

Assuming that this isn't an ARG and that you genuinely stumbled upon this by accident, you should probably contact the police. You've found a message which reads like a confession, containing a link to an article about a missing teenager. It doesn't paint a pretty picture.
