The bald guy talking is a mexican doctor calling for more scientists to travel and debate the findings. He says the hands alone couldn't have been modified so perfectly and would leave mummified marks.

It definitely smells fishy, the guy doing the interview is Anthony Choy, a peruvian UFOlogist. The guy being interviewed, however, is Dr. José de Jesús Salce, a legit Specialist in forensic medicine putting the call out for other doctors to go and debate their findings so far.

The fact that the content is hosted mostly/only on Gaia.com, the background of mostly everyone involved is sketchy and the refusal of these people to produce papers or sources for their carbon dating and DNA study claims does make the whole thing seem like a hoax. Peru's own ministry of tourism has called bullshit already. The x-rays seem legit, but this sort of body modification isn't beyond human anthropology.
