Honestly with the sophistication of biometric technology it wouldn't be difficult to link people to the financial system. An implant or marking wouldn't be necessary since each and everyone of us already have unique identifiers. Think about the new Amazon store with no employees where you can simply walk in and grab what you want and leave, being charged to your Amazon account by scanning your phone before entering. Now imagine that without the phone scan and they use biometrics to identify and charge you.
