Looks to be alchemical. The snake is the ouroboros, the cross + cirlce is the kabbistic tree of life and the ascension of the serpent represents the individuals ascension to the Keter, the crown -- and then above it to the consciousness of God -- the Ein Sof. In an alchemical sense, it demonstrates the transmutation of the spirit from the small divine spark in man -- "prima materia" to true divinity.
Thats what it seems to be about.

It's a symbol of rebirth. The snake, the ring, and the cross are all symbols of rebirth. Not sure what the letters mean though. Also, the ring within the ring oddly makes me think of the sun, another symbol of rebirth.
The Hebrew-Aramaic word for snake is similar to the word for copper, as in the penny-like disk at the base of the cross. The meaning is concerned with forgiving small debts.
