Which assuming this is a substitution cipher then only 21 letters are used.

I put each word on its own line in a file and ran the following to get the frequency count

i can see there are some discrepancies in this solution.
so far, when trying to solve for the letter substitution conflicts it only causes more problems,

for example it looks like the word "RKIRT" in the solution might supposed to actually be "Skirt" or Shirt"
But, taking "RKIRT" and substituting the R with an S cant work
Same for trying to substitute the K with an H, more problems than it solves.
Unless there's something wrong with the way i'm inputting the entire message.
But aside from a few anomalies, the word string in solution here >>19207574 seems to be fairly coherent. Making me think this is very close to what the message is supposed to actually say.
