OK /x/. Buckle up. This is some serious shit. It involves politics, but this is some tinfoil hat tier conspiracy shit so I'm posting it here. I have been sporadically puzzling over this for several years, since reading "Better Than Sex: Confessions of a Political Junkie Trapped Like a Rat in Mr. Bill's Neighborhood." It is one of Hunter Thompson's later books, about Bill Clinton's 1992 election campaign, and it is a weird one. In it, Thompson claims, among other things, that George Stephanopoulos asked him to be part of a "New World Order." He also includes pic related cryptic message. This message has been discussed and partly decoded in some old obscure forum posts, but as far as I can tell no one has fully deciphered it. Let's solve this mystery /x/. Links below. More to come.

Also cipher pairs GM, GN, GO and GR represent plaintext 'r'. The cipher seems to miss out a few letters, or I've not deciphered them correctly, and I've shown these in square brackets.
