"The cipher is a homophonic cipher where each plaintext letter is replaced by a number of cipher letters, sometimes the plaintext letter stands for itself. Also cipher pairs GM, GN, GO and GR represent plaintext 'r'. The cipher seems to miss out a few letters, or I've not deciphered them correctly, and I've shown these in square brackets. Proper nouns (e.g. Clinton, Hope, Arkansas, CIA, FBI) and phrases in quotes appear not to be enciphered. Where I've not been able to decipher the text I've left in the cipher text."
