I almost posted this same post in the NASA moon thread, but then I quickly realized that the photograph appears to be fake. The technology that would be required to construct a Mars moon base (antigravity/ warp drive, interplanetary communication, and so on) would make such technologies such satellite communication disks and solar power obsolete. In addition, the buildings would be completely hidden from public view. The pictured buildings also appear to me to be too fragile for the Mars atmosphere. The atmospheric composition aside, the dust on the surface of Mars is such a combination of easily dispersable, and sticky that any conventional model of air vent would be untenable. While I don't discount the existence of Martian habitats, they would necessarily exist as sealed environments well below the surface, both for purposes of maintaining functionality of equipment, and conservation of energy.
The atmospheric temperature of Mars being below freezing, an open air duct would be a design beyond foolish. Even air locked corridors into and out of a sealed environment would be wasteful, since each locking cycle releases that air locked chamber's volume of otherwise treated atmosphere outside. The notion of a steady state air vent constantly leaking atmospheric gases and thermal radiation is just implausible.
On the other hand, such air vents are common for surface dwelling terrestrials, because unlike on Mars, mixing environmental conditions with the surface is actually good, and healthy for the people living below. Clears out the basement air, makes it easier to breathe. The image is most likely of a terrestrial, subterranean architecture.
