Technically its thaumaturgical since most of your body temperature is regulated through the blood or more rather blood flow.

Internal temperature change (possible to some extent): You can generate excessive body heat using meditation and certain breath techniques combined with visualisation. Check Wim Hof and/or Tibetan Tummo meditation. I'd imagine you could also slow down your heartbeat and metabolism to lower you body temperature.

External temperature change (basically magic): Heat in general is just vibration of particles in the environment. Check pyromancy that forcefully makes particles vibrate faster to generate heat and just reverse-engineer it to cool shit down.
