I dunno. Doesn't seem very active. Good ritualists of any kind- be they Wiccan, Satanists or whatever, generally keep good care of their ritual sites. Keep them clean and whatnot. Most of the time when a ritual is being performed, they don't permanently put it on the ground. Often times it is dispersed or destroyed in some way. In their mindset dogs weren't so lovely in their times since they moved in packs, attacked traders and feasted on the dead caracasses. In Egyptian mythology Anubis' task is to collect bodies and bring them to afterlife. The Greek had a similiar concept with Cerberus being at the gates of Hades, while the old testament also has remarks on dogs being filthy animals who live on the dead.
