follow the speck from the start. from 0:02. It's a fly or a small insect. They appear like that on infrared on security camera. It flies until it gets closer to the camera and moves to where you'd see the car.

That white fluttering thing is a small bat, bird or moth, you can clearly see fluttering wings and a body when it releases itself from the tree. Coincidentally it flies past through the foreground blocking out the collision and pedestrian's flying body.

I lean more towards the thing being a bat or moth due to its erratic flight path and the seeming lack of tail feathers when it flies out of the tree.
