He could be. The reptilian theory isn't as as farfetched as you think. One explanation is that the reptilians are actually beings missing the spirit component of man. It has long been believed that man has a threefold nature (body, soul, and spirit) and the spirit is what gives us morality and compassion. Those that lack spirit would be wholly materialistic and psychopathic. Since these beings have no remorse they reach the status of the elite easier than humans. Alternatively: Dinosaurs weren't completely wiped out by the asteroid impact and ensuing ecological chaos. They evolve and develop space travel technologies. They leave Earth to terraform other planets and have "recently" returned.
