If I can believe everything that I've read, then I think 9/11 was just a lack of a defense to either see if the passengers could survive, or for an ulterior motive.

People often forget that the stand-down could have simply been probability. There was a better chance for less loss of life to not shoot down the planes, because of the assumption that the psychological state of the pilots would more than likely disallow them to crash them into the towers. And that's the thing about probability... it resets every time.
