The thing that's discussed in Das Netz (The video) is what they call "The Authoritarian Matrix", based on ideas by T. Adorno and the Frankfurter Schule. The paper by Murray doesn't name it thus, but does describe it. It's the premise for this whole mass-immigration and the decline of Western authoritarian culture.

So the assassination programming in Monarch programs are known as Delta. The nomenclature used to describe different alternate personalities revolve in categories derived from the brainwaves associated with the states of consciousness involved. In this case, the "killer programming" involves the Delta brainwave pattern. This programming is where the Delta force in the United States military gets it's name from. First you create base 'alpha' programming, and the build on top of it 'delta' programming. This would involve the desensitization of the subject to murder, torture and physical abuse.

And the pervasive theory is that the programming undergone in the Delta force, the trauma and breaking down of the psyche and building back up, was gleamed from research done through the MK series from the 50s to the 70s. They studied how trauma effected the brain, and how it made people more susceptible to influence in their dissociated state.
