No one's 100% certain, although lots of people encountered it and it left trace evidence on the environment. Nick Redfern, probably one of the most thorough and prolific authors on all things Fortean, reported on some British declassified documents from WWII. In them, the British had created a contraption very similar to the Flatwoods monster as a psychological warfare tool to convince the local Italian population that God was on the side of the Allies. Given that the U.S. had very recently adopted a permanent intelligence apparatus, heavily modeled after the British, it's entirely possible that this was some sort of test. The U.S. Intel. Apparatus has a long and nasty history of experimenting on the U.S. population, dating at least back to the 1950's, so it wouldn't surprise me at all if it was their doing.

I think it was probably an owl. Due to a meteorite and UFO fever of the time, they were naturally more spooked about everything. In the dark + seeing a big owl fly towards you and you remember it as a giant monster/robot thing. I think there's nothing paranormal about this incident
