i am having problems playing with curves and thresholds trying to get a better pic... This https://webqr.com/ doesnt recognize it (throws error) yet

Is someone else trying this path? Another thing (provided that OP is not delivering a pic with a glass over the sheet and no shadows from his hand either) would be to reconstruct it. Its fairly easy placing 1 and 0s manually - but time consuming

Ciccada 3301 was/is supposedly a recruiting program by US intelligence agencies to find people unconventionally skilled in analytics and cryptography. This has been going on for years so maybe they found the people they needed but then again maybe it never ends. Considering the implications of intelligence needing more people to help crack cryptos and shit, you cant really just go and put out an ad on craigslist - there is probably some ridiculously sensitive material that they are dealing with and seeking out potential recruits secretly like this is probably the safest way to avoid infiltration by other intelligence entities.
