Ciccada 3301 was/is supposedly a recruiting program by US intelligence agencies to find people unconventionally skilled in analytics and cryptography. This has been going on for years so maybe they found the people they needed but then again maybe it never ends. Considering the implications of intelligence needing more people to help crack cryptos and shit, you cant really just go and put out an ad on craigslist - there is probably some ridiculously sensitive material that they are dealing with and seeking out potential recruits secretly like this is probably the safest way to avoid infiltration by other intelligence entities.
We did the same kind of shit in WW2 when we needed people to help crack the enigma code - thats how they found that alex turing fag or w/e his name was.
