A good observation. While these things may in fact suggest that the house is home to somebody with no cares in regards to aesthetic or safety, part of me feels that the building is abandoned and that the grounds are maintained by family.
With this being said, I can't help but think that maybe somebody with a very ill mental state may dwell in it?

I mean there are city regulations about mowing your lawn or you can get a ticket. The garbage cans could be for lawn debris etc. but I'm not sure why you need 3 (and one looks like it's for pets or diapers or something lol). The electricity could still be hooked up from decades ago. Idk why they don't knock the thing down and sell the land though.
