Seems too simple. There's no words that "IIOIM" and "BB" could be converted to that makes sense. For instance, BB would have to be two of the same letters in a row, and IIOIM would need to have that same letter repeated three times, twice in the beginning --- you can see how there's no word like that.

This is assuming the dashes are ment to set off different words.

Also, the different colors probably means it's more complex of a code and the colors have something to do with it (unless the colors are a blind, but that would be almost too ingenious).

Yah im nit putting much weight into the color as you can see it was first done in pencil then gone over with in color i think the color is just to grab attention.

What would be the point of fixing the color mistake in the second line, if it wont even matter to the solution?

My theory is that each pair of letters represent something as a pair, maybe a letter or number, maybe one of them is a letter, and the other replaced by numbers is the time the letter needs to be rotated. I don't know but I'll keep digging.

Normally, you would write the blue part first, and then the red one, so It would read like:

but the author does it backwards, as implying you read it from right to left, not the regular left to right.

That message is written on the paper in such a way as to imply a separate section necessary for each part of the message. When folded/unfolded the message would read from top right, bottom right, top left, and finally bottom left. I think it might be a clue as to how you are to use your deciphering method. Blue might need to be solved first too.

Been trying for half an hour. Conclusions:

- not a cryptogram or caesar cipher, "iioim" and "bb" return gibberish. Maybe a vigenere cipher.
- if it's a vigenere cipher, the two instances of "rvq" are a huge clue; either the key is exactly three letters long, or it's being repeated every new word.
- colors don't matter; they don't match between the two copies, follow a simple pattern and the phrase is too clear

Honestly I think a kid/retard tried to do a cryptogram and fucked it up by allowing multiple letters to alias to the same letter, a la a two-letter word aliasing to "bb"
