That's a very broad question and depends what you mean by luck
The mantra itself is auspicious and serves to clear your conciousness of all the filth on it and progress towards enlightenment. I've had experiences of being shifted from an extremely bad mood to an very peaceful state by way of simply chanting. However, if you're chanting the mantra in hope of some sort of personal luck like money or success, that's within the mode of passion and will not work.

Since Krishna is auspicious in and of himself, anything done in Krishna's name will also be auspicious. This process involves fixating your mind upon Krishna by chanting the Maha Mantra and being unattached to the fruits of your actions, and instead offer them onto Krishna. By this logic, since you are unattached to the results of your work and since you are working for the benefit of Krishna and not for your own interests, you achieve the supreme position called Krishna Consciousness by ISKCON. You neither develop hatred for negative results or cling onto positive results of work, but instead cultivate a love for Krishna.

They work like this, the words themselves have power. You can repeat the word Coca-Cola a hundred times and about a quarter of the way through it won't even sound like a real word anymore because it didn't have a transcendental meaning to begin with. The difference with a mantra is that the meaning IS transcendental and will never lose meaning. Mantras function almost like a song. Even if a song is in French and you can't understand it, you can still tell if its a happy song or a sad song simply by the nature of the vibration. Similarly, mantras derive their power from this vibrational power.
