How exactly do you imagine that we could do otherwise?
A lawsuit? Against whom? How about taking it up directly with the operatives that implemented the programs? (In my, case the only one identifiable was captured in the 1980s by Russian forces in Afghanistan, never released etc.)
I don't see how you can be so concerned about these programs without some form of personal affectation stemming directly from them.

My concerns are different than yours.
I hope these programs are running intact and unaffected by the sad political events of the last few decades.
I hope that an adequate percentage of the population qualifies and is inducted.
I hope that these "influenced" beings are finding their way into positions of influence and power, using their leadership skills and enhanced cognitive aptitudes to the benefit of humanity.

How do you decide that these programs are not desirable to have? Have you not considered that you have probably directly benefited from operatives of these programs? The selfless and self sacrificing operatives that are the product of these programs are the cutting edge of the sword when peril looms close.
