Notice the motorcyclists feet are on the ground in the middle of the intersection. They're stopped in the middle of a busy intersection. So are the pedestrians. Notice they're driving through a red light. That's why the quake didn't noticeably affect them. If they had kept driving they would've been tossed too. Instead they stopped and waited, even though it was the middle of an intersection while the cars driving up to the light got tossed
