It took about a thousand dollars of equipment to broadcast this signal. An amateur HAM radio operator did this more than likely, to freak people out, and it's likely that whoever initially uploaded it on youtube is the person who broadcast it.

Oh, here's another hint for you: There's no 1630AM in Jersey or New York, so no station was "hijacked".
