All of the conspiracy theories about layers of secret organizations running the world are a smokescreen. Cicada started on /x/ as a puzzle that was a challenge for cryptographers and hackers, in order to obtain recruitment into their organization. Only a handful of individuals have actually made it far enough, and I believe one guy on reddit did a long post on how far he got, and at one point managed to get in touch with them, and after learning their intentions dropped the whole investigation.
