EMP could do damage to the computer itself on the car. Russians have tests that show some vehicles were disabled. But it has to be pretty close to ground zero, as well as it has to be a strong enough EMP to ruin circuits.

I think an EMP attack is much more likely in this day and age than a Nuclear attack. The Pentagon and DoD have admitted to working on non-explosive EMP weapons capable of taking down cities. 5 years ago Boeing openly tested a missile with an EMP cannon that successfully hit 7 targets in one flight, permanently destroying all electronics at a number of mock military bases. If Boeing has that kind of tech 5 years ago, what do TPTB have.

Further, EMP attacks are silent and untraceable. They can be delivered via active transport like missiles and planes, or brought in invisibly on the ground. There's no radioactive materials to set off alarms along the way, and once the attack is done there will be no functioning electronics in the area to even investigate where the device is or where it came from.

Besides all that, they are apparently cost effective and can be highly precise. Meaning that it won't necessarily be "lights out" all at once. If they wanted to avoid hitting somewhere (such as a bug out shelter for elites) it would be as simple as not aiming the weapon there.
