False. There are a number of reasons why DSCOVR is the distance that it is.

Most importantly is that it's at a Lagrange point. I don't expect most conspiracy theorists to understand what a Lagrange point is. It involves actual study and an understanding of physics. Let's just say it's a point where they can park satellites and not have to worry about maintaining its orbit.

The U.S. space program to the moon was an open program, not covert, like the Soviet programs.
