yes updates and my theory so far:
- I was wrong the first time
- what's on the spectogram is the data for the rotors (which letter is mapped to which) so you get (V,R) (A,E) (U,W)
- you run this through the cypher so you get (O,Y) (X.I) (U,L) this is the first part of the plugboard data
- you run this result through the cypher to get the second part of the plugboard data, so you end up with (O,Y) (X,I) (U,L) (G,O) (F,L) (U,H)
- there's 2 versions of the enigma
- m3 (has 3 letters for rotor keys)
- m4 (has 4 letters for rotor keys)
- most likely Cicada is using the m4 since it'd be more complex
- therefore a likely candidate for the 4 letter rotor key is "Lale" from >>18915515
- the three roses could be the rotors
- the rotors are positioned as 1, 2, 3 clue is in the source code from the sevens.exposed site

Basically it's gzip compressed inside a double layer of base64 encoding.
