You wouldn't be able to see a wire attached with that video quality. It could also be stop motion.

It's obviously moving down an incline using energy stored throughout the frame, like a big torsion spring. The added push from gravity keeps it going for a while.
If you try sliding a rubber-footed ladder like that over concrete, you'll get the same kind of skipping motion.
