You wouldn't be able to see a wire attached with that video quality. It could also be stop motion.

i feel like i hear the faint hum of mechanical parts moving so I'm thinking there is some kind of rig or something set up to make it move.
It's obviously moving down an incline using energy stored throughout the frame, like a big torsion spring. The added push from gravity keeps it going for a while.
If you try sliding a rubber-footed ladder like that over concrete, you'll get the same kind of skipping motion.
