There are a couple of standard theories. The most widely spoken one is that THEY, are disseminating things like drugs to nullify the masses aggressive tendencies. They do put lithium in our water in some states in the US. That's absolutely true. This would mean that they are using the sky, to test everything from mood control to hallucinations. Using what look to us like plane jet streams.
