That image was first used around late 2011 to start a rumour that google was censoring some comet that was about to hit the earth, and this was the uncensored version. It's resurfacing now because they are recycling it for some other bullshit prediction. I checked to see what the objects are (they are uninteresting, there's obviously hundreds of thousands of weird looking astronomical objects) and tracked down their names from the position of the telescope when it took that specific image.
It's a star and a star cluster- which are so unremarkable they don't even have names, both emitting light in the Infra-red.

It's Saturn.
This field is right near the Ecliptic so it was probably always going to be a solar system object. If you look up the IRAS object catalogs you find these sources were saturated which means it was probably a Planet. I did a search on IPAC/IRSA's IRAS minor planet catalog. These objects were not included because they're saturated (and are not minor planets) but from that I found other entries in the same field which tells you the date this field was observed 14/07/83 at about noon in UT time. From this I can simply look up to coordinates of all the planets that day and Saturn was slap bang there. The double object is because the field was exposed twice and stacked as the source catalog shows. The arc will just be an effect of the extremely bright object, in the other bands you can see the objects have big streaks. None of this appears in newer AKARI maps at similar wavelengths but the background (real) structures do. The saturation is probably why the tile wasn't included in the reprocessed edition with the missing fields.

There are not next to each other, except from out point of view when the sky survery was taken. The only way you see anything there is if you zoom in to the finest resolution possible, meaning the two objects in the infra-red are incredibly faint and don't even appear in our visible spectrum.

As I said bright objects often have artefacts around them. Optical telescopes have ghosts for examples which are caused by reflections off of lenses and other surfaces.
And yes, it's definitely two overlapping images. I grabbed the maps of individual exposures from the IRIS page. While IRIS has the object removed in the fields where it is centred an adjacent tile has the object right on the edge. You can see very clearly that the object is moving between the exposures. It's Saturn.
Furthermore if you look at the stuff you're interested in you can see it's aligned with scan pattern which looks very suspicious. IRAS has known artefacts due to the scanning. Example below:

Because it's bad data. It's saturated so you can't do anything with it. The fact there's a very bright source contaminates and hides all the sources around it and creates junk objects so the region would have to be masked in most analyses. If you go into the individual exposures you see it was removed independently in both epochs so they maximised the data that could be saved.
The IRIS reprocessing used Fourier analysis of the images so having a big bright source will affect the of the processing of the rest of the image if it is not masked and removed.
It's in the original IRAS data, it's not like someone deleted it from existence. IRIS is also missing swaths of data that was culled.
