No, it isn't that there can't be any radio, its that the transmitter and antenna design has to be approved by NRAO Green Bank staff to protect the radio telescopes.

We alway had microwaves and cellphones but I wasn't in the most restricted area of the zone . Which is like a 20 mile radius of the green bank telescope and the sugar grove station. Only thing we were effected by was poor tv reception by antenna if you didn't have cable you might pick up two stations. Here is more info about it all.
