Probably a school of bigger fish, like carp. We used to go feed carp at our local spillway. Throw in some dog food, they would school up and a huge area of water would look like it was boiling.

That is a wels catfish from Europe, creatively photographed to make it look larger than it is
it's probably no bigger than eight or so feet.
The largest catfish in the states is the blue, which can reach up to a hundred pounds and five feet in length. You can't actually see what's making that wake as the water is too turbid, it could be a much smaller fish. MO also has sturgeon and paddlefish which grow man-sized, my guess is that it's a paddlefish swimming near the surface with its nose paddle tilted up, creating a wake behind it.
