It's a pretty viable possibility but comes with restrictions as I see it. (though what doesn't in life right?) Though that's not always a bad thing per se.

The vision I saw was a kindom surrounded by castle walls, every day life goes on but the guards at the posts on the outskirts of town chat in their freetime, they speak of what it must be like beyond the walls, to be a free person, sure it leads to fufillment but at the same time confinement in what one needs to survive or be happy being all localized in one place, however the royal family moves along the path they guard and they quickly push aside such topics, duty calls.

tldr; it seems pretty likely if you're able to build a stable foundation early, the largest citites start with a single brik or something, rome wasn't built in a day sort of thing. That is also to say that the living circumstnaces will be content and well serving to those in them, but at times may feel a bit confning or restrictive in some minor inconvenience sense.

I've done plenty of mercenary work for other spirits, and they delivered, no bullshit or tricks, because I wrote the contracts well.
