80'sfag here. This shot looks totally normal on a third or fourth generation VHS cassette copy. A generation copy is just a copy of another copy of another copy and so on and so forth, this video copy was most likely copied several times and shitty copies like these were sold in ads in back of magazine or relatives just made copies for each other.

The contrast is really dark and shitty on this copy. The dark parts have been muddied making the light parts (the whites of her eyes) blow up like the world trade. the contrast brightness is so strong it's actually overtaking the darkness of her irises. An easy example for you to try this is to go to a thrift store and rent a macroVision anti-copy VHS pre-recorded tape and play it on gramp's VHS player. You'll see the contrast go bright as a ghost then dark as fuck like pic related over and over again to keep you from making good copies. But the VHS video jack can't be plugged directly into the TV or it won't work. The video jack has to be plugged into the VCR then channeled into the TV (very much like HDMI works). When the VHS tape goes dark you'll see what it is I'm yapping about.

I guarantee if you find the original master tape and cleaned it all this bitch's crazy eyes would look totally normal... like... totally.
