What happened was it was a test to see how the reactor scram would work at low power. But what happened was that the power output got so low it hit a threshold and as a result there wasn't enough power to lower the control rods and stop the reaction. They only got like half lowered while the deisel backups were starting and this actually compressed the reaction rods into a critical mass and they fucking exploded. The explosion blew the roof off the reactor and the chain reaction fuel rods melted with the reactor's graphite wall creating a radioactive sludge that melted through the floor of the reactor housing.
