I wanna make works of art that are genuinely horrifying but everything I make just feels generic and not actually fear inducing. What makes an image scary /x/?
Not sure what to tell you. Your creativity has tome come from within you.
I guess we can post creepy/scary/spooky art here to at least let you see what moves us, though.
try working witch, charcoal, blending tools and white chalk, try using black or grey paper instead of white.
the key to making things scary is to not have the individual parts of the picture add up to a cohesive whole. draw a friendly looking person, but give them eyes that are from a different animal and in the wrong part of the face. Don't forget to make some things clear and other's blurry. Usually you want to make the part that doesn't fit sharp and clear. Here it's the eyes in the scull. If all else fails, look at pictures of dog skeletons on the internet and draw them in white chalk on black paper.
You might need to differentiate between "creepy" and "scary" better. For instance, a tiger isn't creepy, but it is scary because it poses a threat to humans. A painting of a tiger however, is clearly not a threat. Don't give the figure in your drawing huge rows of sharp teeth, give it something unexpected, inexplicable.

I don't know what your skill level is like, but if most of us were to simply draw a normal human face as realistically as we could, it would probably end up nicely within the uncanny valley without any extra effort.

You have to understand that fear is incredibly subjective and so you have to be prepared to fail MOST of your audience. You need to pick a point of view, pick a fear, and stick to it. You need to understand not what is scary, but why.

What you want to do is study the sympathetic nervous system. This is what causes our fight or flight responses. Things like disgust, anxiety, fear, etc. are all subject to this.
Often you'll find degredations of the human form to be the most effective, hence why trypophobia is so prevelant nowadays. But generally you'll want what you're depicting to reach that gray area where it's unclear if it's a threat or not. Ambiguity causes fear

there also seem to be different kinds of fear, shit like fear of loneliness that you get from pictures of empty places that should be full and your brain doesnt quite know why there arent people, fear of the inhuman that comes from seeing a creature that just doesnt make sense or is portrayed so obscurely that it goes all uncanny valley and you cant figure out how it works, fear of the unknown that is conveyed with shit like that painting of a dog staring through a dark doorway because the dog seems to be alert and ready for danger for some reason but you cant see what its looking at so you just get scared in case you need to be on edge for whatevers past that doorway

Make something that is genuinely, actually scary to you, personally. It might not be popular. But it will trigger something deep and dark in a few people.
I tried to make something scary and ended up with this. I can't stop laughing at it. Don't appeal to an audience, put your own personal spin on it instead.
