Strange Blue Light

Seriously, could be literally anything bro. I could potentially see that some nights because a neighbour goes around with a big dog and an LED flashlight sometimes. Does the guy across the street have a motion sensor light or something?

Yeah my first fought that it might have been exactly that, so the next night I walked by his house and no light triggered. Never happened again.
Also there were no people or cars around when it happened since it was late at night.

It could be something weird, all we can do is look at your and your friend's response.

So we have an idea that the light itself (like the colour or intensity) is probably not too weird, it's likely very similar to a car's headlights. If you can remember it may be useful to think if it was LED or halogen type lights.

You say the reason you turned around was the length of time it was shining, was that something you were clearly thinking at the time? Did you establish you looked around at the same time as your friend just after or did you think something was weifrd then reacted to your friend turning around because he also thought something was weird?

Sometimes we react to things for reasons other than we remember. Often something is just a little off, but afterwards we attribute some easy to think of reason to it (like someone might be talking with weird intonation, and then later you think about it and decide they were probably scared. Your memory can then forget the weird intonation, and just fill it in with them being scared even though that wasn't the original experience). If you can distinctly remember thinking "that light has been on a long time" and turning around then that's likely what happened, but it could also be that you saw your friend turning around because they thought it was weird and you've rationalized it as thinking it was weird because length of time.

So that guy that stared at you was trying to be dominant/front, and the light thing was because someone heard fumbling and noises from the keys and such. They turned on the lights to see what was going on, the moment you and your friend turned around though they shat themselves and turned it off. Likely they were sitting in a car and just flicking on the headlights.

2 usual reasons for this are drugs and fetish public sex stuff. So probably either dealers or swingers on your street bro. Another option could be you are being watched, and ofc you will know if that's particularly likely or not yourself. I've heard of it happening with people in the early days of the internet setting up vaguely drug related websites where some guy would suddenly start sitting in a car near their house so it may be for something relatively minor. But I doubt it's all that likely in general.
