My guess is that it was either project Orion related or by other means an extra-solar system expedition was being formed up or staged. Having the project name bear the function of the operation so clearly may have been due to awareness of the cognitive aptitudes of extra terrestrial species. By your logic we'd be colonizing Barnard's star by now because the concept was first suggested in 1881.
