Rider-Waite is the most common, and, beginner friendly due to abundance of works regarding it.

The Pamela Coleman Smith edition of the Rider-Waite tarot is probably your best bet. The card quality is nice and it doesn't have the ugly plaid card backs that most of the RWS decks do.

Pick whichever deck you find the most visually appealing. Given that the interpretation of the cards is so personally subjective, the only bad deck is the one you don't like to look at.
The Rider-Waite is probably the best, if only for the fact that the Minor arcana has images that will help with understanding the cards. In the Marseilles cards the Minor arcana is as plain as it gets.
Tarot cards rely heavily on symbolism and can provide deep messages.
Another system that is making a comeback is the Lenormand cards.
Lenormand cards are ridiculously accurate, especially if you do a spread that you can read in three ways (vertical, horizontal and diagonal).

What kind of things are important to you? Cat lover? Obsessed with fairies? Do you like black and white or colour? Complex or simple?
A good deck is one you feel comfortable with.
