I can say from running a pub and now working for the Police you can definitely tell when it's a full moon without even looking outside at the night sky. I appreciate it may not be scientific fact but I've experienced it most months and so have the majority of my colleagues who have been in the job for a full 30 years service!
I'm not saying people go "crazy", but seem to be far more emotional then normal, whether thats in an aggressive way, depressive way or hyper excited kind of way.

My best friends' mother works in a hospital, said there's always more people coming into the er and calls in on full moons.
Personally though I always feel a bit weird/off, then it makes sense when I go outside and see that the moon in full. Never had anything significant happen though.
